Big AI Buyers Are Starting to Build Their Own Supply

Google's 3.59 GW Constellation deal, AMD's 2027 supply push and Iberia's data-center buildout show the physical AI economy reorganizing around capacity that can be secured, expanded and controlled before demand arrives.

00Opening read

The AI infrastructure race is changing from a procurement problem into a capacity-creation problem.

Google has contracted for 3.59 GW of electricity from Constellation Energy in PJM. Part of the agreement will help finance upgrades to existing nuclear plants, turning Google's future demand into new power supply. AMD, meanwhile, is in Taiwan preparing its manufacturing partners for a substantial increase in chip supply next year.

Europe is showing the same pressure from another angle. Spain's Aragon region has become a data-center magnet by cutting permitting timelines, but grid capacity, transformers and water are becoming harder limits. Across Spain and Portugal, cheap renewable electricity now has to be paired with storage and firm power to support round-the-clock compute.

The shift is straightforward: the largest AI buyers can no longer assume the inputs they need will simply be there.

They increasingly have to help create them.

01What moved

Google moves upstream into power creation

Google's latest agreement with Constellation covers 3,590 MW of electricity in PJM.

The important piece is how the power gets created.

A 20-year agreement supports 890 MW from upgrades to existing nuclear plants. Constellation says the broader arrangement enables more than $4.3 billion of investment.

This is different from buying electricity already on the grid.

Google is helping make future capacity financeable.

That matters because PJM has proposed a tougher bargain for data centers: bring your own power or accept the possibility of being disconnected during peak demand.

Power is becoming part of the data-center development plan.

The power shortage reaches the chip rack

Morgan Stanley estimates U.S. data-center developers face a 32 GW net power shortfall through 2028.

That shortage will not affect every semiconductor supplier equally.

The brokerage expects operators to protect the highest-value processors when power is scarce. Memory, optical components and other parts can feel the impact when entire deployments are delayed.

The bottleneck is moving backward.

A grid constraint can now determine which silicon gets installed.

AMD starts building next year's supply today

AMD CEO Lisa Su is in Taiwan preparing for a substantial increase in chip supply in 2027.

She has met Foxconn and is due to meet TSMC.

That is a useful reminder of what an AI-chip roadmap actually requires. Demand has to move through foundry capacity, packaging, memory, assembly and qualification before it becomes a server.

The 2027 supply race is already happening on the factory floor.

Spain discovers the value of a fast permit

Aragon expects more than €60 billion of data-center and digital-infrastructure investment over the next decade.

Its advantage is not only renewable power or available land.

The region can move qualifying projects through approvals in under a year.

Amazon is committing heavily there, and Microsoft has large plans of its own.

But speed creates a second question: how much scrutiny can be compressed before communities push back?

Permitting is becoming infrastructure. So is public acceptance.

Iberia's renewable advantage meets the 24-hour test

Spain and Portugal could more than double their share of Europe's data-center capacity by 2030.

The resource case is strong. The region has abundant wind and solar.

The infrastructure case is harder.

Around 70% of Spain's transmission nodes have no available capacity. Developers are adding batteries and seeking more diversified generation because a data center cannot operate on annual renewable averages.

The valuable product is not cheap electricity.

It is dependable electricity at the right grid point.

02The throughline

The physical AI economy is entering an underwriting phase.

Demand alone is no longer enough to pull capacity into existence quickly.

A hyperscaler needs to help finance generation. A chip company needs to reserve and coordinate manufacturing. A region needs to turn permitting speed into investable certainty. A country pursuing sovereign AI needs chips, data, capital and talent at the same time.

That adds a new step to the RCW capacity ladder:

demand → underwritten → financed → permitted → built → connected → qualified → productive

The distinction matters.

A planned gigawatt, accelerator or model is still a claim until someone accepts the risk required to make it real.

03What to watch

  • PJM's October review of proposed large data-center loads and how much requested demand survives credibility checks.
  • Spain's November 29 election and the future of proposed national water and electricity rules for data centers.
  • South Korea's December budget decision for its $3.5 billion frontier-model program.
  • AMD's 2027 supply ramp, especially advanced packaging and manufacturing capacity behind the headline.
